Create Part Type

Create a new part_type and reindex it into the Qdrant catalog.

The Qdrant upsert is best-effort: if it fails, the Supabase row is still committed — a manual /part-types/{id}/reindex call can recover. We log the failure but don't 500 the caller, because the row is the source of truth; the vector is a cache.
