How many packets are waiting on the caller. The left nav's badge.

Deliberately NOT the board endpoint. This one renders on every page in the app, so it reads in bulk - three queries whatever the packet count - where the board loads each packet's recipients, names, task counts and awarded shop for display. A nav badge that pulled the board would make every screen in the portal pay for a number.
