Assign Packet

Send the packet straight to one shop, with no bidding.

Routed through bidding.send_direct rather than lifecycle.assign (D15): a direct send is a one-shop round decided the moment it opens, so the shop gets the same quote, PO, project and navigation a bid winner gets, and the job shows up on the PM's board like every other. lifecycle.assign is still the move underneath - it is just no longer the whole story.
