Resolve Resolution Queue Row

Bind a queued residual to a real value.

Dispatches to the resolution_kind's executor (resolution_executors.py), then upserts kg_learned_resolutions so the next identical signal auto-binds at tier 0, then marks the queue row 'bound'.
