Create Client

POST /api/system/clients - create a new client. Body: { "client_name": "...", "client_alias": "..." }. client_alias is optional. When omitted, three letters are taken from the name. If provided, it must be exactly 3 letters. Returns client dict; may include 'note' if similar name found.
