List Capability Rates

Every capability, with this shop's rates against it.

Gated on personnel read, the SAME permission the project financials use to decide whether a viewer may see rates at all (financials.py's can_see_rates). One gate, so a shop cannot hide what an hour costs on one screen and show it on another.
