Suggest Address

Address suggestions for what has been typed so far. Unauthenticated — it runs on the signup form, before anyone has an account.

Returns {"suggestions": []} for anything it cannot answer, including a missing key. The caller cannot distinguish "no matches" from "Google is down", and deliberately so: the field behaves identically either way.
