Get Comment Attachment Upload Url

Signed PUT URL for a Timeline comment's media attachment (image, video, PDF, CAD/2D drawing — any type). Same two-phase contract as file revisions: PUT the bytes here, then pass the returned filePath back as one of the attachments entries on POST /comments. Gated on view access only, matching comment-posting itself.
