Notify Material Group

Fire ONE admin notification for a just-raised vendor group (sign-off needed or reimbursement needed) — called once per group from RaisePOConfirmModal.handleSubmit, NOT per item. A group's items are PATCHed individually (Promise.all over update_material_item), so dispatching from that generic per-item PATCH would fire one notification per line item instead of one per PO.
