Deliverable-scoped timeline events from run_timeline_events across ALL runs.
Phase 2 of cognition-feed-and-source-status-ux (2026-05-04). The cognition feed needs source events from prior runs to keep the per-source cards visible after a new upload kicks off a new run. The existing runs/{run_id}/timeline endpoint is run-scoped and drops them on reload.
Unpaged reads used to be ORDER BY sequence ASC LIMIT N. Once a deliverable accumulated more than limit events, that window was the oldest slice — new uploads that workers had already finished never reached the cognition feed. The default (no since) read now unions every source-lifecycle event with the newest limit rows so processed files stay visible. since keeps the incremental oldest-forward page.
