Get All Material Lists

Every project-scoped material list in the caller's shop, plus the shop's own "Shop Stock" list (auto-provisioned on first call), flat (no project-first step). Backs the flat Material List picker on Order Stock — buyers recognize list names ("Instrumentation", "Wipers") without knowing the project number, so they pick a list directly, not a project first.

Quote-scoped lists are excluded — a quote isn't a place to receive/file a purchased item into inventory the way a project's list is. Service lists are excluded for the same reason: this picker files PHYSICAL received items, and assigning one to a service list would stamp it item_kind='service' via trg_stamp_item_kind, hiding it from receiving/QC forever.
