Get Next Draft Id

Return a unique, sequential DRAFT id for a (project, vendor) pair.

Mints via next_vendor_draft_id(), a per-(project, vendor) counter mirroring next_vendor_po_number()'s per-project one. Called once per vendor group at Raise-PO time for any group headed to qs_state='approval' (no real po_number exists yet — see chk_mmi_approval_no_po_number) so two separate raises to the same vendor no longer collapse into one grouping key.
