List all shops that have active KG data, sorted by node count (richest first).

No scope param — this IS the scope-discovery endpoint. Agents call this first to enumerate valid scope values for the other /internal/kg/* endpoints. Returns one entry per shop with at least one active KG node. Read-only; service-auth via X-Internal-Key.
