Get Shop Permissions

GET /api/v1/system/shop-permissions?role_id=... - role permissions intersected with the caller's own shop's enabled_modules. Cookie auth.

shop_roles is a single global catalog shared by every shop (not shop-scoped), so role_id itself carries no tenant boundary — the actual boundary is enabled_modules on the caller's OWN shop, derived from the session and never from a client-supplied param. A module the shop hasn't been enabled for is unreachable here regardless of what the role would otherwise grant.
