Get Deliverable Outputs

Return parsed output artifacts for a deliverable.

Reads from:

• deliverable_output_artifacts — material_list, task_list, schedule, quote_bid (from the output subgraph, v2 snapshot shape)
• sources — quote_pdf and other user-triggered outputs (ingest_status='generated')

Query params:

• default (no params): returns one row per artifact_type — the most recent by created_at. This is what the current UI expects.
• ?all=true: returns all historical snapshots for this deliverable. Useful for time-travel history views.
• ?run_id=<uuid>: returns only the snapshots for the given run. Used by the time-travel feature to reconstruct what the AI proposed at a specific checkpoint. Takes precedence over ?all.

Shape for deliverable_output_artifacts rows is unpacked via unpack_artifact_content so the v1↔v2 shape contract lives in one place. The data key in the response always holds the payload (flat), and schema_version/generated_at are surfaced alongside it.
