Set Acting Shop

Move a platform admin's session into another shop (or home with null).

Platform admins hold ONE users row (home shop, owner) and no membership anywhere else; platform_admins.acting_shop_id is what core/auth/session_payload.py turns into an owner session in that shop on the next request. Real-flag gated (require_platform_admin) so a view-as-demoted admin can still move between shops. The client reloads after this call — every cache was fetched under the previous shop.
