Create Shop

Create a shop and its WorkOS organization in one step, with its module preset and timezone, so it is usable the moment it exists (phase 2, 2026-08-27). The first owner is invited by the console right after (POST /personnel/onboard with the new shop_id) — a shop may exist before its owner is known.

The org+row sequence, including the compensating delete when the insert fails, now lives in provision_shop so self-serve signup shares it (JEEVY-1403).

Changed 2026-09-03: a duplicate shop_name is no longer a 409. Names are display text and two unrelated shops may share one. A shop_slug carried that uniqueness for five days and was removed on 2026-09-08 - nothing read it, and here it could reject an admin outright when a name produced no usable slug. Shops with the same name are told apart by verification (JEEVY-1419), not by a constraint.
