Kiosk Set Language

Let a PIN-authenticated worker set their own UI/notification language.

Kiosk workers can't hit PUT /personnel/{id} (no write permission), so this self-service route updates their own personnel record (and mirrors to a linked user, if any) using the personnel_id from their kiosk session.
