This is the CROSS-PROJECT read, and the only thing it can do is read: award, pull back and complete all run against the OWNING shop's session, so they stay on the packet endpoints. The project-scoped Outsourcing screen is a different component for that reason - inside the owning shop every action is available, and here most of them are not merely hidden but impossible.

Drafts are in because a PM asks "what is staged and has not gone out" from the same screen as "what is out right now".
