List manual material lists for a project or quote.

packetId (JEEVY-1513): the EXECUTING shop's OWN lists for a packet it was sent — shop-scoped lists tied to the packet, where it buys its own material for the job. Jeevy's lists are not here: the shop reads those read-only from GET /packets/{id}/content.
