Get Order History

Order history for the Add Item panel.

Returns real (non-misc) items this shop has already bought (qs_state IN ('po', 'purch')). When project_id is provided, results are scoped to that project's lists only. When list_id is provided and the list has a group_name, results are pre-sorted to surface same-group items first.

Shop scoping is server-injected — the LLM/frontend cannot pass shop_id. Super users see all shops.
