Stream Deliverable Timeline

SSE stream of timeline events for a deliverable (no run_id in the path).

Subscribes to run_timeline_events for the deliverable only so the workspace can open one connection as soon as deliverable_id is known—before the client has an active run_id (fixes bootstrap + cross-tab cache invalidation).
