A Jeevy RFQ quote (JEEVY-1513): freeze ONE of the shop's quote versions and send it to the owning shop's bid board. Re-submit overwrites until award.

bid_id names the version the shop was looking at. Omitted, the newest wins - which is how a half-built replacement could be sent by accident.
