Get Owner Work Stream Progress

Read-only progress for a work stream this shop OWNS but no longer executes.

The drill-in behind the planner header's "N work streams executing at another shop". Full handoff (2026-08-18) 404s the owning shop everywhere else on a transferred stream; this is the one derived read it keeps, because only Jeevy can transfer work and the owner is left holding the client, the deadline and the billing.

Status only -- no assignees and no clocked hours. QA documents, weld logs and checklists are NOT re-served here: those endpoints already authorize the owning shop under the 2026-08-18 carve-out, so the client calls them per task row.
