Convert Quote To Project

Convert a quote to a project after PO upload.

Body: quote_id (int), po_file_path (str), po_number (str), po_file_name (str, optional). Creates project with source_quote_id, inserts client_purchase_orders, sets project_id on drawings/assemblies, marks quote as converted. On failure runs rollback.
