Trigger Daily Summary

Trigger daily summary for a shop (or all shops).

Called by GitHub Actions cron every 30 minutes. Each shop is only processed if its local time falls within the 4:30 PM ± 15 min window (per _is_in_send_window) AND it hasn't already been sent today (per _already_sent_today). Pass force=true to bypass both checks (useful for manual testing).
