Update Payment Allocations

Replace a payment's allocations (and optional top-level project).

Body shape: { "project_id": int | null, # optional top-level project "allocations": [ # optional; replaces all existing { "project_id": int, "amount": number, "manual_material_item_id": int | null }, ... ] } Either field may be present. Sending an empty allocations array clears them.
