Reorder Custom Columns

Atomically reassigns position = array index for every column id passed, via reorder_manual_material_custom_columns (migration 20260725000002) — one transaction regardless of how many columns moved, so a partial-failure mid-reorder (the old two-sequential-PATCH swap in ManageColumnsModal.js) can no longer leave two columns sharing a position. Used by both the up/down-arrow swap and drag-to-reorder.
