Trigger Schedule Truth Pass

On-demand scheduling truth pass (Tier 1 engine).

Manual/internal ops valve: recomputes one shop (shop_id) or every shop's schedule over the planning horizon and refreshes conflicts. Sequential per shop — the schedule_runs partial unique index serializes concurrent triggers anyway. (The nightly GitHub Actions cron that used to call this was removed 2026-07-24 — the truth pass now fires on every schedule-affecting change.)
