List Deliverable Files

Return the unified, deduped file list for a deliverable.

Each item in data is a DeliverableFile with a stable artifact_id / selection_key anchored to files.id. Shape is backing-agnostic and B-swap compatible.

Returns: 200 — {data: DeliverableFile[]} 404 — deliverable not found (or not in the caller's shop)

Gate added 2026-08-07 (pre-existing gap found in review): this endpoint previously had NO permission check and NO shop-access assert — any authenticated user with a deliverable UUID could list its files. Now gated identically to the snapshot endpoint that superseded it.
