Confirm Email Offer

The ONLY mutating endpoint in this pair. Requires an authenticated WorkOS/kiosk session (get_current_user) — the session authenticates the ACTOR; the token authenticates the OFFER. Applies the SAME actor policy the typed-reply channel applies, via the atomic claim + the existing effect-request gateway — one claim row shared with the typed path, so the two channels can never double-redeem the same offer.
