Trigger Task Import

Import the latest task_list snapshot into work_streams/tasks.

Find-or-create the canonical AI work stream for the deliverable's quote/project scope, then upsert child tasks by task_number. User- edited fields are preserved. created_by_user_id uses the current user's Supabase id (the one triggering the import).
