List Hitl Gates

List every registered HITL gate (Phase 5).

Surface for:

  • CI audit ("did this PR add a new gate without test coverage?")
  • UI gate-config dialog (per-Generate gate overrides on the DeliverableState.enabled_hitl_gates field).

Returns the gate_id + label only — build_context and apply_resume are server-side callables and aren't exposed.
