Water pricing / net-investment alignment -- read-only evidence gate
Returns a deterministic dossier-safe alignment view over water-price assumptions, net-investment references, asset-accounting evidence, Pachtnetz/concession references, regulatory-impact evidence, owner, review period and committee decision state. The endpoint is read-only and never calculates an official water price, claims regulatory approval, mutates accounting, billing, settlement, tariff, MaKo, contract or payment data, creates HITL/notifications, or calls external connectors.
