Builds deterministic gas-infrastructure risk governance evidence. The endpoint is read-only and does not create risk-register entries, HITL tickets, VDMI records, Asset-MDM changes, monitoring/mitigation decisions, operations actions, external connector calls, or Personal-Agent shortcuts.
