Legal clarification operating model - read-only dossier-safe status

Builds a deterministic operating-model evidence view for VNB cases where a legal clarification is pending. The endpoint is read-only and does not approve, release, dispatch, bill, settle, mutate tariffs, trigger MaKo, create HITL work or interpret law.
