Stadtwerk Mauer Workbench landing -- presenter readiness projection

Returns deterministic Budibase-renderable landing/status rows for the Stadtwerk Mauer Workbench first screen. The endpoint exposes demo readiness, available sections, safe presenter actions and guard gaps without Budibase writes, setup/reset, provisioning, MaKo, billing, settlement, device-control, HITL or external actions.
