Metering rollout process indicator — read-only dossier-safe status

Builds deterministic metering/rollout process evidence from supplied KPI facts. The endpoint is read-only and does not refresh datasources, import EDM data, create HITL tasks, mutate finance/CAPEX state, billing, tariff, settlement, device control, external connectors, or Personal-Agent shortcuts.
