Controllability data alignment — read-only dossier-safe status

Builds a deterministic evidence/status view for recurring Steuerbarkeitscheck checklist reconciliation. It compares supplied checklist, asset/MaStR/internal, control-tech, threshold, testability, exception, prior-year, owner/deadline and export-readiness facts. The endpoint is read-only and does not import files, mutate Asset-MDM, call MaStR/CLS/SMGW, create HITL items, execute tests, or affect MaKo, billing, settlement, tariffs or device control.
