Cross-domain special topics queue -- read-only management projection

Normalizes supplied Anschluss-, Flexibilitaets-, Energy-Sharing-, Mess-/Steuerdaten-, Kapazitaets-, Asset- and revenue-impact topics into a dossier-safe management queue. The endpoint is read-only and never creates tasks, workflows, tickets, e-mails, connector calls, bookings, executions, billing/settlement/tariff/device-control effects, or Personal-Agent shortcuts.
