Stadtwerk Mauer capability projection -- read-only role/VDMI view

Returns a deterministic role-scoped capability projection for Stadtwerk Mauer based on existing VDMI profile, catalog, hydration, and generated descriptor sources. The endpoint is read-only and does not create Eve agents, workflows, tasks, NOVA/VDMI/HITL objects, tenants, tokens, or external calls.
