Stadtwerk Mauer Administrator inventory -- read-only catalog projection

Returns a deterministic Budibase-renderable Administrator inventory for the Stadtwerk Mauer Workbench. The endpoint separates public context, synthetic seed, sandbox runtime, generated Workbench items and runbook read/verify surfaces without provisioning, reset, Budibase writes, MaKo, billing, settlement, device-control or external actions.
