Stadtwerk Mauer grid-planning role queue -- read-only evidence handover

Returns deterministic Budibase-renderable Zielnetzplanung queue and evidence handover rows for the Stadtwerk Mauer Workbench. The endpoint exposes scalar generated role queue facts for the synthetic PV missing-NAP case without role assignment writes, Budibase writes, grid-capacity calculations, MaKo, billing, settlement, device-control, HITL or external connector actions.
