Stadtwerk Mauer transfer readiness -- read-only Workbench projection

Returns scalar Budibase-safe transfer-readiness rows for the Stadtwerk Mauer Blueprint Pack. The endpoint labels public context, synthetic seed data, sandbox runtime artifacts, tenant parameters, reusable Workbench elements and blocked production boundaries without setup/reset/provisioning, direct Rundeck execution, Budibase writes, public-context mutation, MaKo, billing, settlement, tariff, device-control, external connector, secret/key or Personal-Agent action.
