Builds deterministic strategic Flex/Fahrplanmanagement demand-intake evidence. The endpoint is read-only and does not create VDMI cards, HITL tickets, NOVA decisions, finance records, tariff/billing/settlement/device-control effects, external connector calls, or Personal-Agent shortcuts.
