Regulatory change readiness — read-only dossier-safe gate

Builds a deterministic readiness/evidence contract for upcoming regulatory billing, EEG or refinancing mechanisms. The endpoint separates dictionary, datapoint, interval, master-data, substitute-value, MaKo, operator-declaration, billing-rule, audit and test-case evidence. It is read-only and does not run settlement, billing, MaKo dispatch, HITL, external connectors or legal interpretation.
