Investment Owner-Frist-Budget Gate -- read-only evidence gate

Returns a deterministic dossier-safe view over investment measure owner, deadline, budget effect, required evidence, approval status, blocked follow-up decision and next escalation step. The endpoint is read-only and never approves budgets, creates finance/accounting records, mutates investment workflows, prepares billing/settlement/tariff/MaKo output, creates HITL tasks, or calls external connectors.
