Decision-readiness matrix -- read-only VNB OPL/budget evidence

Classifies caller-supplied VNB OPL, budget and measure facts into a read-only decision-readiness matrix. The endpoint reports row readiness, budget/financing risk, evidence gaps, owner and committee-window context, positive follow-ups and explicit side-effect guards. It does not approve budgets, choose financing, create procurement/project records, write SAP/ERP, create HITL/workflow/webhooks, mutate billing/settlement/tariff/MaKo/device-control state, call external connectors or add Personal-Agent shortcuts.
