Koppelpunkt Freigabeakte -- read-only evidence/gate status

Returns deterministic dossier-safe Freigabeakte rows for Koppelpunkt, Marktpartner and Zeitreihen mapping decisions. The endpoint reports release status, evidence source/version, owner, downstream process impacts, missing evidence, positive follow-ups and no-call guards. It is advisory/read-only and never writes mappings, executes Freigabe workflows, creates HITL tickets, sends mail/webhooks, calls external connectors, mutates Budibase tables, or performs MaKo/billing/settlement/tariff/device-control actions.
