A2MDM decision object - read-only meaning preservation projection

Builds a deterministic, dossier-safe A2MDM decision-object projection for a synthetic Stadtwerk Mauer handover case. The endpoint preserves scalar decision context across system boundaries and exposes missing-input follow-ups. It is read-only and does not create A2MDM persistence, workflow, HITL, Budibase, Landing Registry, MaKo, billing, settlement, tariff, device-control, SMGW/CLS or external connector actions.
